Spanning the highway, Shelter is set atop an artificial hill that compensates for the landscaping lost during the development of the site. Tucked underneath are 14 parking spots with chargers, along with 8 pull-through stations for larger vehicles, such as pick-up trucks with trailers.

Visitors can go upstairs via the staircase or elevators to take a break from the road, eat and admire the landscape from an armchair. The space can also be adapted to house a library, shop or co-working space. The green hill creates a new recreational area and public park for a picnic in the summer or sledding in winter.
